Welcome to the Kansas Department of Health and Environment (KDHE) State and Local Emissions Inventory System (SLEIS), a web-based application that allows permitted facilities to compile and submit point source emissions inventory data in accordance with regulatory reporting.

Please Note: SLEIS supports newer versions of Chrome, Firefox, or Edge browsers. 

Important Information for your 2020 Emission Inventory Submittal

  • All submissions must be completed using SLEIS (paper forms are no longer available).
  • All emissions of Criteria Pollutants must be reported.
  • All emissions of HAPs greater than 20 pounds must be reported.
  • Actual emissions from all emission units, even those that may be considered ‘insignificant activities’ by permit, shall be reported as a part of your annual inventory.
  • Emission Factors are included within SLEIS within the Process Emissions tab.
  • If you are reporting emissions using Material Balance, Engineering Judgement, or a calculation method other than EPA (28 or 29) or S/L/T (8 or 9) where the emission factor is provided by SLEIS you must include your calculations or additional information via the “Report Attachments”.
  • Emissions due to malfunctions or upsets shall be reported along with the facility’s other actual emissions, but should have their own process identifier.

Registration and Forms
Registration for SLEIS requires that you download and complete the registration form at the link below.
Note: Facility ID should be entered in format such as 777-9999.

After you have completed the form, please email the form to kdhe.sleis@ks.gov or fax the form to (785) 559-4256.
The information from the registration form will be entered into SLEIS, and you will receive an email with a link to create your initial account password.
